Clinton was born in Attleborough, Massachusetts to Ernest M. (b ca 1872 - Mass) and Waunita F. (b ca 1878 - PA) Bliss. Clinton lost his father ca 1915. He and his brother, Ernest, became step sons after his mother's marriage to Pennock Marshall Way. Clinton was in the Merchant Marines before his marriage to Evelyn Craig.
