CHAPEL HILL - Dr. Elizabeth Jackson Coulter, of Chapel Hill, passed away on Saturday, September 25, 2004. She was the daughter of the late Dr. Waddie Pennington and Bessie Gills Jackson of Bedford and Roanoke, Va., She earned her B.A. from Swarthmore College and an M.A. and Ph.D from Radcliffe College in Cambridge, Mass. She was a biostatistician and educator of considerable accomplishments. Early in her professional career she served as Assistant Director of Health Studies for the Bureau of Labor Statistics in San Juan, Puerto Rico; Research Assistant for the Milbank Memorial Fund in New York City; Economist for the Office of Defense Production and Research Analyst for the Children's Bureau in the Department of Health, Education & Welfare in Washington, D.C. She was a lecturer in Economics and later a Clinical Assistant and Professor of Preventive Medicine at Ohio State University and, thereafter, an Assistant Professor of Biostatistics at the University of Pittsburgh's School of Public Health. Ultimately she settled with her family in Chapel Hill, North Carolina, where she served the University of North Carolina for 24 years until her retirement in 1989 in various capacities: as a Professor of Biostatistics and Economics and as a Visiting Professor of Hospital Administration at neighboring Duke University. After being instrumental in founding the Undergraduate School of Public Health at UNC, she ended her career as Associate Dean for the Biostatistical Department of the School of Public Health at said university. Throughout her lifetime she contributed many articles to professional journals. She was a member to the America Economic Association, the American Statistical Association, the American Academy of Politics and Social Science, the Biometrics Society, the American Evaluation Association, and the Association for Health Services Research. She was a member of Sigma XI and Delta Omega.
She is survived by her husband of 53 years, Dr. Norman Arthur Coulter Jr.; a son, Robert Jackson Coulter of Greenville, N.C.; two grandchildren, James Arthur Coulter of Chapel Hill and Mary Anna Coulter of Wilmington.
The family will receive friends from 7 to 9 p.m. on Wednesday, September 29, 2004, at Walker's Funeral Home of Chapel Hill.
Graveside services will be held at Longwood Cemetery in Bedford, Va., at 11 a.m. Friday. Arrangements for the Coulter family are being handled by - Walker's Funeral Home, Chapel Hill.
