The 1936 marriage license for Jesse and Catherine names Jesse's parents as :

With that in mind this researcher found what appears to be Jesse in the 1920 census:
The 1920 Federal Census for Suffolk Ward 4, Nansemond Co., VA, District 222, page 277B, dated January 6, 1920 records Jesse E. (45 - VA/VA/VA) and Ella M. (42 - VA/VA/VA) Jones with children Howard (18), Vernon E. (17), and Foy (8) living at 101 North Street. The dad is employed as a Laborer at a Machine Shop. Of course, the child who is the right age for Jesse is listed as Foy. This presents a concern so we look at the 1930 census:
The 1930 Federal Census for Suffolk Ward 1, Nansemond Co., VA, District 2, page 202A, dated April 10, 1930 records Jessie E. (55 - VA/VA/VA) and Ella Mae (51 - VA/VA/VA) Jones with son Foy (18) living at 204 Central Avenue. The dad is employed as a Sawyer at a Farm Machine Shop and has been married to Ella Mae for 32 years. Foy is a Stock Manager for a Chain Dept. Store. Also in the household is a married daughter and her family: Nellie Chilton (31) with her husband Sam Chilton (31) and their son Sam Jr. (1 2/12). Sam and Nellie have been married for 10 years.
Thus ... perhaps Jesse is also known as Foy or Fay ... or maybe the "F" is actually a "J" and Jesse is known as "Jay" ... however, 2 census records and the letter seems clearly an "F".
