Samuel was the first recorder of Lancaster county elected under the constitution of 1837, prior to which date the office had been an appointive one, and his son Henry S. was the first treasurer of Lancaster county elected by the people under the new constitution of 1873 ... see notes on his brother, Adam.
The 1870 Federal Census for Durlach P.O., Clay Township, Lancaster Co., PA (page 60B) records H. [Henry] S. Eberly (39) with his wife Salinda (29) and daughter, Lilly (4). His parents, Samuel Eberly (77) and Catherine (68), with Domestic Servant Fianna Borry (21) and day laborer Hiram (indexed as Urius at ancestry.com) Wike (16), in the same household, are living next door. Samuel has real estate valued at $13,000 and personal property at $20,3000. Samuel is listed as a Surveyor, however, this is probably "misheard" by the census taker and the occupation and should have been written as "conveyancer". Henry is a Dry Goods Merchant with personal property valued at $12,000.
The 1880 Federal Census for Clay Township, Lancaster Co., PA, District 108 (page 99B) records Henry S. Eberly (49) with his wife Salinda (38) and son Albet H. Eberly (9) and niece Kate Hibshman (19). Henry is a Merchant. Next door is Hiram Wike (39), his wife Salinda (37), and their children William (9) and Emma (4). Hiram is a Clerk in Henry's store.

Eberly Henry S. Eberly was born in Elizabeth Township (now Clay Township) on August 6, 1830. His grandfather, Henry Eberly, settled in the neighborhood of what is now Durlach at an early day, where he engaged in milling, farming, operating a carding-machine, and in distilling. Samuel, his father, married Catherine, daughter of John A. and Catherine Wike, of Lebanon County, and pursued the business of a merchant in Durlach for many years. He was a prominent man in the township and county throughout his life, and as a justice of the peace and scrivener transacted a large amount of public business, acting frequently as the advisor and counselor to his friends, and managing a great many estates. Henry S. Eberly received his early education at the district schools of his neighborhood, subsequently attending the academy at Lititz. He began his active business life in 1846 and 1847, during which time he clerked in the store of Hays and Long, at Mount Joy. In 1848 he entered his father's store at Durlach, where he remained until April 1866, at which time he began trade on his own account on the same site, where he since continued to do business. Besides his mercantile pursuits he is engaged in farming and in raising and buying tobacco. Although a staunch Republican in politics, and one of the influential leaders of his party, he seldom aspired to public office. The only time he has permitted his name to come before the people was in 1875, when he was elected by a large majority treasurer of Lancaster County, filling the office in an intelligent and capable manner for three years. He served as a delegate to the Cincinnati Convention which nominated Hayes and Wheeler for the Presidency and Vice-Presidency. He was postmaster at Durlach from March, 1861, until his election as county treasurer. In many respects he is filling the place of his father in the community, acting as executor, guardian, and administrator in many cases, and being held in general respect and esteem for his affability of manner and the integrity and uprightness of his character. He was one of the founders of the Ephrata National Bank, and has since been a member of the board of directors of the institution. He is also one of the directors of the Northern Mutual Fire Insurance, Lancaster County, located at Ephrata, and a director of the Lancaster Hail Insurance Company, at Lititz. He married Salinda, daughter of Judge Hibshman, of Lebanon County, for many years connected to the Treasurer Department, at Washington, and has two children living, viz., Lily P. and Albert H. Eberly.
Henry married Salinda H. Hibshman, daughter of Allen P. Hibshman and Hannah. (Salinda H. Hibshman was born about 1841 and died after 1880 in Clay Township, Lancaster Co., PA..)
