bullet  General Notes:

Emma sometimes appears in census records to be the daughter of Davis Hagen in that she appears in many census records as a sister to Eva Hagen, a known daughter of Davis. In 1870 she is with her mother, Mary J. Hagen (see notes on her mother, wife of Henry B. Hagen). In other records she is reported as the sister of Eva Hagen who is the wife of William S. Biggs. The 1930 Federal Census records Emma M. Hagen living at 501 West Walnut Street in Lancaster City, PA with her "sister", the widow Eva Biggs. However, I believe she is the daughter of Henry Bascom and Mary J. Hagen ... see notes on her probable mother, Mary J. Clark (wife of Henry Bascom Hagen), and her probable aunt and uncle, Eva (Hagen) and William Biggs. Eva and Emma are about the same age and due to the loss of their parents, probably thought of themselves as sisters. (Eva is the youngest sister of Emma's father, Henry B. Hagen. Henry was the oldest son of Davis Hagen and thus Eva and Emma were close in age.)

The 1900 Federal Census for Lancaster City, Ward 2, PA (ED#45, page 274A) records Emma Hagen (Oct 1862 - PA/PA/PA) lodging at a home at 27 East Orange Street. Emma is a dressmaker.

The 1880 Federal Census for Martic Township, Lancaster Co., PA records Francis (19), Emma (18), and Eva (16) Hagen living in the household of Jacob (43) and Jennie (38) Biehler. Francis and Eva are sisters and Emma is their niece. The 1900 census records Jacob Beichler (Oct 1837) living in the household of William and Eva [Hagen] Biggs (see notes on William Biggs). See general notes on Emma's aunt, Eva Hagen, for 1930 census facts and on William Biggs, Eva's husband, for 1910 and 1920 census facts.

From www.findagrave.com:
Emma M. Hagen
Birth: 1853 - Death: 1934
Burial: Cedar Lawn Cemetery, Lancaster Co., PA
Plot: Section J 67 Space 4
[Headstone records: Emma S. Hagen 1853 - 1934]

The grave location is in the same plot as Eva Hagen Biggs & her husband with whom she lived much of her life. The birth date of 1853 is suspect in that census records consistently indicate early 1860s as her date of birth.
