I can not find Baltis Higgins in any 1830 census record but he does appear in the 1840 Federal Census for Tyler, Va. (now West Virginia).
The 1850 Federal Census for Tyler Co., Va. (now West Virginia) Dist 61 records Baltis Higgins (53-born in Pa.), his wife Mary (53-born in Va.), and children Samuel (15), Harriet (12), and Charles (10). Nearby is John (70) and Mary (66) Fry with children Nancy (45), Ann (22), and Joshua (19). These are probably the parents of Elizabeth Jane Frye, recently married to David Higgins, son of Baltis Higgins. Also listed here is Jacob (27) Fry, his wife Martha (25), and children Joel (2) and John (10/12). Jacob is probably the brother of Elizabeth Jane Fry Higgins.
Baltis married Mary Neely about 1819. (Mary Neely was born circa 1797 in Virginia (West Va.?) and died after 1850 in Tyler Co., Va. (now West Virginia).)
