The SSDI records Millard Broughton born 16 Feb 1898 died May 1986 Pineville, Bell, Kentucky, 40977 SSN 406-46-1075. This is the only Millard Broughton to fit the description given by his daughter, Betty.
The WWI Draft Registraion Card for Millard Fillmore Broughton records his date of birth as February 16, 1898. He is a student at Berea College in Madison Co., Kentucky and his nearest relative is listed as Leonard Napier of Blanche, Bell Co., Kentucky (just outside of Pineville where Betty was born). [According to WWI Draft Registration Cards this is William Leonard Napier, born March 28, 1883 and lives in Slusher, Bell Co., KY as of Sept 1918. His wife is Laura Broughton, Millard's sister. By this time, 1918, Millard's parents are deceased.]
The 1940 Federal Census for Pineville, Bell, Kentucky, District 7-2, page 21A, dated April 6, 1940 records Millard Broughton (41 - KY) living in the home of his brother-in-law Ed Wilder (43 - electrician) and his wife, Martha [Margaret] (43) and their children Edna (19) and Edward Jr. (16) at 132 Holly Street. Millard has completed 4 years of college and is employed as a Rural Mail Carrier. Ed has completed 8 years of schooling as has Margaret with Ed employed as an Electrician earning $2,500 working 52 weeks during the last year.
The 1930 Federal Census for Pineville, Bell, Kentucky (District 2, page 24A) records Millard Broughton (32 - mail messenger) living in the home of his brother-in-law Edward Wilder (35 - electrician) and his wife, Margaret (34) and their children Edna (9) and Edward Jr. (6) at 132 Holly Street.
A Kentucky Birth index at ancestry.com records an Edna Wilder born Dec 22, 1920 to a Margerette Brock in Bell Co., KY. That same Birth Index records Garrett Napier born May 10, 1911 and Goldie M. Napier born Nov 2, 1915 to Laura Broughton in Bell Co., KY. The Margerette Brock is apparently Maggie B. listed below in the 1900 census and the Laura Broughton is the Laura Broughton listed there as well. This is confirmed by the 1930 Federal Census listed above where Millard is listed as a brother-in-law and the 1920 Federal Census for Left Fork, Bell Co., Kentucky, District 8, page 96B recording Leonard (37) and Laura (33) Napier with children Bessie (15), Ethel (13), Charles (11), Garrett (8), and Goldie (4 2.12) [with Lucy Napier (73 - mother) listed in the household as well] in conjunction with the above WWI record where Millard lists his nearest relative as Leonard Napier. In additon, this 1920 census record has Andrew Broughton (21), his wife Tressie (20) and children Mary (2 2/12) and John E. (1/12) listed next door to Leonard Napier and family. This Andrew is consistent with a son of Eli and Vestina Broughton listed below in the 1900 census. Also, Frank (32) and Mellie (30) Broughton with children John (10), Robert (8), Allie (6), and Andrew (2 7/12) are listed on page 96A. [According to WWI Draft Registration Cards this is Andrew Broughton, born June 1, 1897 in Knox Co., KY and lives in Slusher, Bell Co., KY as of Sept 1918. His wife is Tessie] ... ... on another note: The 1930 Federal Census for Kentucky, Bell Co., ED# 6, page 88B records Frank (42) and Metty (35) Broughton with children John (21), Robert (18), Allie (15), Andrew (12), Goldie (10), Rossie (8), Mildrid (6-daughter), and Floyd (1). The Mildrid is actually Millard and is recorded in the Kentucky Birth Index (see notes on Frank Broughton).
The 1900 census for Upper Stinking Creek, Knox Co., Kentucky, District 64 records Eli (Feb 1847) and Vestina (Apr 1874) [census records seem to indicate that Vestina was born ca 1868] with children William T. (Nov 1886), Frank (Nov 1888), Laura (Sept 1890), Maggie B. (Sept 1892), Oscar (Dec 1894), Andrew (Dec 1896), and Halie B. (Frb 1899). Eli and Vestina have been married 14 years with 9 children of which 8 are still living. It appears Vestina was married and pregnant at age 11. Notice that the son Millard is not listed here but 8 children are acknowleged as living. The absence of Millard in this listing is apparently an oversight. Variations in certain dates confuses and obscures this evidence but in spite of this, I believe we have the correct family for our Millard Filmore.
With that in mind, it can be noted that the 1910 Federal Census for Left Fork, Bell Co., Kentucky, District 20 records Leonard (26) and Laura (22) Napier with children Bessie (5), Ethel (3), and Charles (1 7/12). Also in the household is Millard Broughton (15 - Uncle). Nearby is Andrew Broughton (13 - Uncle) living in the home of Robert (23) and Ida (19) Napier and Frank (21) and Millie (19) Broughton with son John (1).

My research seems to indicate that Laura BROUGHTON (daughter of Eli Henry and Vestina Broughton) married a Leonard Napier. Birth records for Bell Co list 2 Laura Broughtons as mothers for Evans and Napier children. Census records show these to be 2 different people (with Thomas and Laura Evans and family in Cincinatti in 1930 while Leonard and Laura Napier moving up the road to Marion Co., KY.)
